Included in the package is $71 billiohn for clean energy programs, $87 billiob for Medicaid, $8.4 billion for transit projects, $8 billion for high-speed rail and a State Stabilizatio Fund to help states and loca l governments avoidbudget cuts. The measur also earmarks $39.5 billion for education.
